A self-proclaimed people person, Roy Wayne likens being a Johnston County Commissioner to coming home. “Johnston County is growing, and with that growth inevitably comes a seemingly never-ending need for service. As a Johnston County Commissioner, I am proud to provide that service. Being able to help the people, community, and county as a whole, is a team effort. Surrounding myself with good people and open communication is key. Road and bridge maintenance is always a priority, but I also enjoy advocating for our county.”

In Oklahoma, the Board of County Commissioners key responsibility to the people of the county, is in the capacity of an administrator and financial officer. As outlined in Oklahoma State Statute 19 OK Stat § 339 (2024), additional duties include, but are not limited to:

  • managing county affairs
  • providing financial oversight
  • budgeting
  • county road, bridge, and infrastructure management
  • managing county property
  • awarding contracts
  • approving payments
  • conducting regularly scheduled meetings regarding county business
